PSX to add 300 MMcf/d gas processing and 100 MBD NGL fractionation capacity by 2028 to support Permian Basin growth.
Phillips 66 will develop the Zeus Gas Plant in the Permian Basin and a third Coastal Bend Fractionator in Texas, targeting 2028 completion. The projects aim to expand gas processing and NGL fractionation capacity amid rising Permian production volumes.
The Zeus facility will process 300 million cubic feet per day and include the 45-mile Midland Express Pipeline. The 100,000 barrel-per-day fractionator in Robstown will enhance NGL logistics. Both projects align with PSX’s capital spending guidance and debt reduction goals.
These investments strengthen Phillips 66’s integrated midstream network, connecting Permian supply to key markets. The company expects the expansions to capture additional value across its wellhead-to-market strategy.
