South Africa released draft rules to regulate cross-border cryptocurrency transactions, marking its first formal step to integrate crypto into financial oversight. The proposed Crypto Asset Manual, issued by the National Treasury and South African Reserve Bank, mandates that offshore crypto transfers be processed through authorized providers and reported to the Financial Surveillance Department (FinSurv).
The move follows an April overhaul of capital flow regulations and aims to curb illicit financial flows while closing loopholes in existing financial controls. Crypto transactions will only trigger reporting requirements when assets move from a local authorized provider to an offshore entity or a private non-custodial wallet. Domestic crypto trades in rand remain exempt.
Hundreds of licensed virtual asset service providers already operate in South Africa, with major banks developing institutional crypto products. The rules reflect growing adoption and regulatory scrutiny of digital assets in the region.
