The U.S. Securities and Exchange Commission will vote this week to propose Regulation Crypto, a framework for legal digital asset offerings. The rule aims to create a structured path for crypto businesses to issue investment contracts under SEC oversight.

The proposal follows the Senate’s failure to advance the Clarity Act, which sought to define regulatory roles for the SEC and CFTC. SEC Chairman Paul Atkins has prioritized this rulemaking as part of broader crypto regulatory plans. The three-member commission, all Republicans, will open the proposal for public comment after the August 14 meeting.

The SEC issued a short-notice announcement for the Friday meeting, though the rulemaking has been on its agenda for months. The proposal targets a tailored regime for certain investment contracts, addressing long-standing regulatory uncertainty in the crypto sector.
