Russian refineries processed 3.6 million barrels per day in July, marking the lowest monthly level since May 2002. The decline follows Ukraine’s expanded drone campaign targeting refineries, tankers, pipelines, and export infrastructure.
Prior to the attacks, Russian refineries typically processed between 5.3 million and 5.6 million barrels per day during the same period from 2020 to 2025. The drop represents roughly one-third below the seasonal average, disrupting domestic fuel supply and export capacity.
