Russia has imposed fuel rationing in at least 17 regions, with shortages reported nationwide as Ukrainian drone strikes disable key refineries. The Kapotnya refinery, Moscow’s largest fuel supplier, was hit twice this month and will remain offline until late 2026, worsening supply constraints.

The attacks have targeted oil terminals, pipelines, and refining infrastructure, disrupting domestic fuel distribution. Private fuel companies have also restricted sales in dozens of regions, signaling deeper supply chain vulnerabilities.

The shortages mark the most severe fuel crunch in Russia in years, with no immediate resolution as military strikes continue to degrade refining capacity.
