The shipbuilding industry has struggled with labor shortages, while demand for skilled trades grows. Similar programs have emerged in manufacturing and infrastructure, but this marks one of the largest private-sector commitments to date. The effort aligns with broader economic shifts toward reskilling displaced workers.

For participants, the move could also boost long-term Social Security benefits by replacing lower-earning years with higher wages, potentially increasing monthly payouts by $200 to $400.
