The state becomes the fourth in the U.S. to prohibit crypto kiosks after residents lost $80 million to digital asset scams in 2025.
Hawaii will enforce a total ban on cryptocurrency ATMs and kiosks starting October 1, citing rising fraud risks. The legislation, signed by Governor Josh Green in July, prohibits ownership or operation of digital asset transaction kiosks exchanging U.S. currency for crypto assets.
The ban follows similar measures in Minnesota, Tennessee, and Indiana, which enacted prohibitions earlier this year. Hawaii’s move comes after the FBI reported $11 billion in U.S. digital asset scam losses in 2025, with Hawaii residents accounting for $80 million of that total.
Other states, including Delaware and New Jersey, have proposed bans, while South Dakota and Wyoming have imposed regulations on crypto kiosks.
