Personal savings rates fell to 3.9% from 6.2% two years earlier, despite rising incomes. Retirement costs, led by housing and healthcare, total $3,950.3 billion and $3,716 billion annually, respectively, per Bureau of Economic Analysis data. The gap between emergency liquidity and long-term savings highlights financial vulnerability for most households.

The Fed’s resilience metric measures only short-term cash access, not sustainable retirement funding. Fewer than 63% can comfortably cover one month of retirement expenses, which require roughly 12 times the $400 threshold.
