The UK Financial Conduct Authority and crypto exchange HTX are negotiating a settlement over allegations the platform violated 2023 crypto promotion rules. The FCA sued HTX in October 2025, marking its first enforcement action against a crypto firm for marketing to UK consumers.

London’s High Court suspended litigation, setting a late August deadline for resolution. The 2023 rules require firms to register with the FCA or partner with an authorized entity to promote crypto services legally. Neither party has commented on the talks.
