Billionaire investor Leon Cooperman expressed a negative market outlook, citing concerns over the fiscal deficit and debt. He compared investors to ‘Pavlov’s dogs,’ suggesting they react mechanically to market openings without regard for fundamentals, echoing Warren Buffett’s past remarks.

Omega Advisors, Cooperman’s firm, disclosed new positions in its second-quarter filings. The fund acquired 880,000 shares of Amrize AG (AMRZ) and 11.38 million shares of GPGI, both first-time additions. Amrize, a building materials company, reported 5% cement volume growth and 6.5% aggregates volume growth in Q2.

Cooperman’s comments reflect skepticism about the sustainability of the current market rally, despite recent gains.
