The US Senate’s decision to delay a vote on the CLARITY Act until September has raised concerns over prolonged regulatory uncertainty for digital assets. The postponement, attributed to Democratic opposition, could slow institutional adoption and push innovation offshore, according to industry figures.
Hong Kong and Singapore are positioned to capitalize on the delay, leveraging clearer regulatory frameworks to attract capital and talent. First Digital CEO Vincent Chok warned that markets struggle with uncertainty, while jurisdictions with defined rules gain a competitive edge.
The delay also revives fears of regulation by enforcement, as institutions remain without clear guidelines on market structure, custody, and oversight. Chok noted that Asia’s regulatory progress continues regardless, with regional hubs using the time to solidify their positions.
