U.S. banking regulator sets November deadline to complete stablecoin framework ahead of 2027 implementation date.
The Office of the Comptroller of the Currency will finalize stablecoin rules by November, meeting a statutory deadline for the GENIUS Act. The 376-page proposal covers reserves, redemption, and risk management for payment stablecoins.
The agency released the proposal in February with a May comment period. It follows a January 2027 effective date for the law, which was signed in July 2025. OCC head Jonathan Gould cited an eightfold increase in digital-asset chartering activity under the current administration.
Gould said the OCC aims to begin processing issuer applications in 2027 after the rules take effect. The final framework will address custody, audits, and wind-down procedures for stablecoin issuers.
