Democratic Senator Ruben Gallego warned that pushing the CLARITY Act to a Senate vote before resolving key disputes could set back U.S. crypto market structure legislation. The bill still requires negotiations on ethics provisions, stablecoin yield rules, and Agriculture Committee input, he said at the SALT Wyoming Blockchain Symposium.

Gallego noted lawmakers must assemble a broader package and determine how to send it to the House, complicating the Trump administration’s push for swift passage. A premature vote could fail to secure the 60 votes needed in the Senate, further delaying progress.

The White House has not provided feedback on a bipartisan ethics proposal submitted by Gallego and Republican Senator Thom Tillis, adding to delays. Gallego urged the crypto industry to support continued negotiations rather than an immediate vote.
