US banking regulator commits to releasing final GENIUS Act stablecoin rules by November, accelerating industry compliance timelines.

The Office of the Comptroller of the Currency will issue final rules for stablecoin regulation by November, according to agency head Jonathan Gould. The move follows a 376-page proposal released in February to implement the GENIUS Act, which takes effect January 2027.

The GENIUS Act, signed into law in July 2025, establishes a federal framework for payment stablecoins. Regulators including the OCC, Treasury, FDIC, and Federal Reserve must finalize rules by January 18. Gould indicated the OCC may begin processing stablecoin issuer applications in 2027.

Gould spoke at the Wyoming Blockchain Symposium, noting the agency considered industry feedback on its February proposal. The November deadline positions the OCC ahead of the broader regulatory timeline for stablecoin oversight.
