Beijing signals faster bond-funded spending and targeted liquidity tools after July data shows mixed economic momentum.

China’s Politburo maintained a proactive fiscal stance and moderately loose monetary policy in July, aiming to counter softer domestic growth. Retail sales and fixed asset investment weakened, while industrial production and exports benefited from AI and green tech demand, HSBC strategists noted.

Special local government bond issuance reached 55% of the annual quota year-to-date, lagging last year’s 63% pace. Refinancing bonds hit 84% of the quota, reflecting local fiscal constraints. Policymakers revived calls for stronger counter-cyclical support, absent in April’s meeting, amid persistent headwinds.

The Politburo urged faster spending of existing bond quotas and infrastructure investment in key networks. A services-led consumption strategy was emphasized, alongside targeted liquidity tools to support growth.
