Bank of Russia draft rules allow Bitcoin, Ether, and Tether trading for retail and professional investors starting September 1.

Russia’s central bank proposed rules allowing Bitcoin, Ether, and Tether trading on official exchanges, following legislation legalizing crypto transactions. The framework requires retail investors to pass a test and caps annual purchases at 300,000 rubles ($3,690) per intermediary.

Retail traders dominate Russia’s crypto market, accounting for 98% of participants, according to the central bank. Accredited investors face no purchase limits and can access both exchange and over-the-counter markets. The bank selected BTC, ETH, and USDT for their liquidity and five-year price history.

Digital assets may be used for cross-border settlements but remain banned for domestic payments under the new rules.
