US officials accused China’s Moonshot AI of using Anthropic’s Fable AI model to develop its Kimi K3, launched last week. The White House warned that covert, industrial-scale AI distillation by Chinese firms could trigger sanctions or export restrictions, citing methods designed to evade detection.

Kimi K3, one of China’s most advanced AI models, has heightened concerns in Washington about US technology being used to accelerate China’s AI progress. The allegations follow the brief availability of Anthropic’s Fable 5, which was re-released on July 1 after US export controls temporarily removed it, leaving a 15-day window for potential distillation.

Some researchers questioned the feasibility of distilling Fable 5 in such a short timeframe. The White House emphasized that while legitimate AI distillation is acceptable, large-scale covert efforts to steal proprietary US technology are not.
