The Vancouver Fraser Port Authority has chosen the TerraMarine joint venture to develop the Roberts Bank Terminal 2 expansion, a $100bn project set to increase West Coast container capacity by more than 30%. The initiative includes a new three-berth marine terminal, a 1,300m wharf, and causeway widening.
The procurement process began in July 2025, with three teams shortlisted by November 2025. Proposals were submitted in May 2026, and an independent fairness monitor oversaw the selection. Contract negotiations are expected to conclude in Q3 2026, with construction slated to start in 2028.
Completion is targeted for early 2034, with operations anticipated in the mid-2030s. The JV, led by FlatironDragados, includes Van Oord, Aecon, and Carlson Construction Group.
