Industry coalition proposes tariff credits for US-made textiles to spur 56,000 jobs and billions in investment amid trade shifts.

Four major US textile and apparel trade groups have jointly proposed a new incentive program to the USTR, aiming to revive domestic manufacturing. The plan would allow brands to earn tariff credits for purchasing US textiles and approved goods from Western Hemisphere free trade partners, offsetting Section 301 tariffs on eligible imports.

The coalition, including NCTO and AAFA, projects the program could create over 56,000 new domestic jobs and drive billions in investment. It marks the first unified trade policy effort among groups historically divided on trade issues, citing a critical juncture for supply chain diversification.

The proposal emphasizes strengthening regional supply chains and supporting retailers in shifting sourcing strategies. No immediate market reaction was reported.
