The decision follows an 18-month review process, with regulators citing compliance concerns despite Binance’s claims of meeting requirements.

The E.U.’s July 1 deadline marks the cutoff for unlicensed crypto firms to operate in the bloc. Binance had selected Greece as its regulatory hub, prioritizing its workforce and regulatory environment over larger markets. The exchange’s co-CEO previously deferred to regulators on the final decision.

No immediate market reaction was reported, but the denial could disrupt Binance’s E.U. operations, affecting a significant portion of its user base. The exchange has not commented on contingency plans.
