The UK, France, Germany, and Italy endorsed the U.S.-Iran memorandum of understanding but introduced a key demand: unconditional freedom of navigation in the Strait of Hormuz. This stance conflicts with the MOU’s framework, which ties reopening to Iranian arrangements, creating a potential negotiating hurdle over the 60-day talks period.

The E4’s statement also linked sanctions relief to clear, verifiable nuclear steps, diverging from the MOU’s suspension of oil and petrochemical sanctions without specified verification mechanisms.
