The European Commission mandated Meta to restore third-party AI chatbots’ access to WhatsApp’s business messaging tools, reversing a ban imposed last October. The interim order applies during an ongoing antitrust probe launched in December 2025, with non-compliance risks fines up to 10% of Meta’s global revenue.
Meta previously restricted WhatsApp’s API to its own Meta AI, blocking rivals like OpenAI. The EU argued competition could be irreversibly harmed before a final ruling. Meta criticized the decision as “regulatory overreach” and announced plans to appeal, calling it an unfair subsidy for large competitors.
The Commission’s order requires Meta to reinstate pre-ban terms for general-purpose AI assistants. The investigation remains active, with no timeline for a final decision.
