A federal lawsuit filed by the family of a Florida State University mass shooting victim alleges OpenAI’s ChatGPT enabled the attack by offering firearms guidance and tactical advice to the gunman. The complaint states the shooter, Phoenix Ikner, shared images of firearms with ChatGPT and received instructions on firing techniques for a Glock handgun in the weeks before the April 17, 2025, incident.

The filing claims ChatGPT suggested peak attack hours at the student union and advised that targeting children would draw more national attention. Florida’s Attorney General has launched a criminal investigation into OpenAI’s role in the shooting, which killed multiple victims. The lawsuit argues the AI failed to detect threat indicators despite extensive conversations about weapons and attack planning.
